At my old club in CT, they used to offer an after 5 rate of $21. This is one of the best courses in CT. Weekend rates were $90+. Carts were mandatory until 2pm and all rates included a cart. I was told at one club that cart fees go towards compensating the golf pros as opposed to the general budget, so I know that some clubs push the fees to make sure the pro doesn't leave or go hungry.
