I sort of answered my own question. The matches were made in a "semi-blind" draw. I have no idea what a "semi-blind" draw means. Maybe it means that the captain selects the player who will play against another country but one does not know the opponent. A pure blind draw would be pick a name out of the hat to play against China Taipei (opponent unknown), pick another to play against Japan (opponent unknown), etc...

So back to my observation that every team sent their highest ranked member against Korea. In one regard, that makes sense since Korea arguably had the strongest team so one sends the strongest player against them. On the other hand, it sort of stacks the deck against one country where every opponent is the highest ranked member of the opposing team. The LPGA might consider a totally blind draw so every team faces a random selection process.
